Infrastructure Leaders from through the U.S. to convene with BuildIT in Jackson Hole, WY

BuildIT continues the drum beat of announcing key infrastructure leaders from throughout the United States who are confirmed to take part in our National Executive Strategic Planning Session in Jackson Hole, WY November 6 – 8, 2025.  We are honored to welcome Aileen Cho (ENR) and Theodora Oyie (COMTO and MICS).

Aileen Cho is senior editor for transportation and infrastructure at Engineering News-Record (ENR). Her coverage of airports, ports, transit, highways, and bridges has won her a number of awards from business publications and engineering societies, including Neal Awards for Best Feature and Best Technical Article. She also co-hosts ENR’s Critical Path podcast. She has traveled the world, clambering over bridges, touring airports, and descending into tunnels to cover projects and topics of keen interest to the design/construction industry.

Theodora Oyie brings over 20 years of workforce development, compliance, and procurement experience leading teams to deliver transformative outcomes on landmark projects throughout Southern California. Her expertise has consistently guided project teams to meaningfully engage local workers and diverse businesses, often exceeding participation and inclusion goals.

As President and CEO of Mindful Integration of Construction Services (MICS), Theodora drives initiatives that expand equitable access to careers in construction and foster sustainable partnerships among contractors, public agencies, and communities.

Ms. Oyie earned a Bachelor of Arts in Psychobiology from the University of California, Riverside, and a Master of Business Administration (MBA) from the University of Southern California (USC).

Ms. Oyie is 2^nd Vice President of Conference of Minority Transportation Official’s (COMTO’s) Southern California Chapter.
