Edmund Caulfield - Managing Director Telos Advisors - to serve as Moderator at BuildIT’s Sept 15 2026 NYC Gathering

BuildIT is honored to announce that Edmund Caulfield will serve as one of our key moderators for our NYC Gathering on September 15, 2026 at the Empire State Building. Edmund’s expertise in transportation and infrastructure is remarkable.

Edmund is an experienced attorney and infrastructure advisor. At Telos Advisers, Edmund helps clients evaluate project risks, structure agreements, navigate property and stakeholder issues, and align procurement, funding, operational, and governance strategies. Prior to Telos Advisers, Edmund served as the inaugural General Counsel at the Gateway Development Commission, where he oversaw all legal aspects of the Hudson Tunnel Project, implementing governance policies at this newly established bi-state public authority, and negotiating framework agreements for project delivery. Previously, as Senior Counsel in the New Jersey Governor’s Authorities Unit, he worked closely with executive teams and Board leadership on major initiatives at NJ TRANSIT and the Port Authority of New York and New Jersey, as well as numerous other state and bi-state infrastructure and development related public authorities. Edmund began his career as an associate at Connell Foley LLP specializing in commercial litigation. Edmund holds a BA from Georgetown University and a JD from Seton Hall University School of Law.
