BuildIT is exceptionally pleased to announce that Paul Bews, a highly experienced transport and infrastructure consultant with extensive expertise in high-speed rail (HSR) projects, Public-Private Partnership (P3) structures, and transit system development, will be our Moderator at the Founders Day High Speed Rail Panel on Thursday, May 29, 2025 (2:45 pm) at the InterContinental DTLA!
For the past eight years, he has been working in the Architecture & Engineering (A&E) industry in the United States on transit-related projects, focusing on strategic advisory, risk management, and operational planning. For the last five years, he has served as Vice President of Strategy at Ghirardelli Associates where he has been instrumental in delivering complex infrastructure solutions.

Dutch High-Speed Line (Amsterdam–Paris) – P3 Project (Booz Allen Hamilton) – Served as Infrastructure Acceptance Advisor for the Netherlands’ Public-Private Partnership (PPP) high-speed rail link, ensuring compliance with European and CENELEC standards and supporting the transition to operational readiness.
Portugal High-Speed Rail (P3) (Booz Allen Hamilton) – Instrumental in the dimensioning, structuring, and procurement methods to ensure the project was bankable and attractive to investors. Led the development of the technical requirements, as well as the safety, security, and maintenance concepts, ensuring operational and financial viability.
High-Speed 1 (UK) (Booz Allen Hamilton / LeighFisher) – Led operations, maintenance, and renewals cost benchmarking to evaluate cost efficiency and define track access charges. His insights helped identify cost optimization opportunities of up to 20%.
Rail P3 Structuring & Risk Management (Booz Allen Hamilton / LeighFisher) – Advised governments, regulatory authorities, and private sector stakeholders on the structuring and risk allocation of PPP financing models for high-speed rail and broader infrastructure projects.
Funding & Regulatory Advisory (Booz Allen Hamilton / LeighFisher) – Extensive experience working with transport agencies, operators, and lenders to assess financial and operational risks associated with high-speed rail P3projects, ensuring successful transitions from project delivery to long-term operational efficiency.
