Terri Mestas is a seasoned professional with over 30 years of experience leading large, complex infrastructure programs for aviation, space exploration, military installations, national and international anti-terrorism physical security and innovative project delivery for the transportation industry. She has served as Deputy CEO at Seattle’s Sound Transit where she was in charge of the delivery of its $75-billion system expansion program which is the largest transit expansion in the country.

Under her leadership she will have transformed Sound Transit’s current 32-mile, 33-station, two-line light rail system into a 116-mile, 83-station, five-line light rail system when it is ultimately completed. Mestas’ project delivery paradigm maximizes economic impact through quality career jobs, workforce development and inclusion of small and diverse firms.

Mestas previously led the $30B capital improvement program at Los Angeles World Airports (LAWA), the largest aviation capital improvement program globally that included terminal, landside and airside megaprojects at LAX and Van Nuys airports to prepare for the 2026 FIFA World Cup and the 2028 Olympic and Paralympic Games. Prior to that executive leadership role, Mestas helped lead the capital program at The California Institute of Technology, as well as executive positions for a large design and construction firm working globally, leading and supporting public and private organization capital improvement programs.
