Steven Kats is the Founder and Chief Executive Officer of Legacy Advisors and a transportation infrastructure executive with more than 20 years of experience spanning the construction and engineering industries. Throughout his career, Steven has held leadership positions with Kiewit, HDR, WSP, and Parsons, developing extensive experience in alternative delivery, business development, engineering operations, and major transportation infrastructure programs. His experience working across the owner, contractor, and designer sides of the table provides a unique perspective in helping clients navigate collaborative delivery methods, including Progressive Design-Build (PDB), Design-Build, and CM/GC.

Today, through Legacy Advisors, Steven advises public owners, contractors, and design firms on alternative delivery strategy, procurement, teaming, commercial negotiations, and project execution.
