Felicia Alexander is a Senior Director at Telos Advisers, where she advises clients on complex transportation and infrastructure initiatives. She previously served as Deputy Assistant Secretary for Transportation Policy at the U.S. Department of Transportation, supporting transportation policy and major federal grant programs across all modes.

Earlier, Felicia served as Associate Administrator for Planning and Environment at the Federal Transit Administration, where she provided executive leadership for transportation planning and environmental programs, including FTA’s $4 billion Capital Investment Grants Program. She also held senior roles at the Federal Highway Administration and Maryland State Highway Administration. Felicia brings more than two decades of experience in transportation policy, planning, funding, and project development. She holds a Bachelor of Science in Civil Engineering from North Carolina State University.
